Pareto Improvements Reached through Knowledge Society

Introduction
The term knowledge society has become a poular term and there are numerous texts devoted it (e.g. David and Foray 2002, Lytras and Sicilia 2005, European Commission 2007, Sahlberg 2010, Sloep at. al. 2011). Sometimes, it is said that creation of such a company resembles to creation of an industrial society, which occurred in the 19th century. Investment in knowledge is considered to be the way to reach further economical development, the way that can resolve the issue of unemployment, etc. (for more details see e.g. Černý 2009). On the other hand, there are opinions assuming that educational spreading results in over-education, that education does not fulfil its function any more, the function which was fulfilled for entire centuries – i.e. to provide its bearer with sufficient income (such opinions have been developed further e.g. in Keller and Tvrdý 2008). In the text below, we are going to try to look at the educational issues in the point of view of economical theory, to show what could be expected from investment in education. We are also going to analyze the barriers that obstruct the investment in education to become really one of the most crucial factors of economical and social development of the society. The text of the article was elaborated within solving the project by Czech Science Foundation/GA ČR (402/09/0086), called „Redistribution system theory. It is also based on other literature, to which authors of this article have contributed (Valenčík, Wawrosz, Heissler 2010).
